Deals with the contrasts at the time of Wilhelminism in Berlin: the splendor of the monarchy, the economic and intellectual vitality of the up-and-coming imperial capital on the one hand, and the misery in the tenements of the proletarians on the other. The documentary sets oppressive images of the horror at the front against the victory frenzy at the beginning of the First World War.
